Comment:

 they should be unblocked they are an active package.  that just happens to
 be built elsewhere. secondary arches dont block primary arch only
 packages.  and as soon as i finish the script to sync package blocks from
 primary arches the packages would get blocked on secondary arches also.
 Makefile.common and fedpkg need to make sure that they send builds to the
 correct hubs.  which is currently partially implemented in Makefile.common
