 I don't think that using a tool (on server and/or by users) that's not
 officially in Fedora is kosher either. Deltaisos built by rel-eng team
 seems to me like the only option for now. That's the topic of this ticket,
 let's keep it like that (we can open other ticket for zsync discussion).

 Jesse, could you comment on current obstacles blocking rel-eng from
 providing deltaisos? Is there some time plan? Can we help somehow?
