 No, it isn't ;-) I found on wiki that only in rawhide branch chainbuild
 run. I suppose my buildroot wasn't taken as rawhide.

 I tried this chain:
 make build TARGET=dist-f14-perltest CHAIN='perl-HTML-Mason perl-Catalyst-
 View-Mason perl-HTTP-Server-Simple-Mason perl-MasonX-Request-
 WithApacheSession'

 The first package is prerequisite for others. All packages were tagged,
 all failed in previous build. Output was 'perl-HTML-Mason can't be in
 CHAIN'. I tried chainbuild without perl-HTML-Mason which I build before
 manually and it seems to be working (now, when it's in buildroot). Anyway
 I don't know why my previous example failed. Probably you can close it :-/
