 Uh...but how does that make it a 'red herring'? That's exactly what tag
 requests are/were for too, no? They provided a system for people to
 request stable requests be pushed through the freeze; now we have the list
 of NTH bugs to track changes we will accept through the freeze, what
 purpose would tag requests serve?
