Please review (and maybe take a stab at the FIXMEs).

Also I'd like to see an SOP on handling tickets, showing where to look
for them, how to take ownership, and then a list of (links to) the most
common ticket types, such as overrides, (un)blocking, and buildroot
horkage.  Anybody care to whip that one up?
