Comment:

 While I sympathize with you, we're not in a position to simply ignore
 FESCo's policy. I happen to believe that existing packagers should be able
 to revive a package within 3 months of retirement without a review, and I
 would encourage you to suggest a policy change to FESCo.

 Otherwise, finish a new review and reopen this ticket to request the
 unblocking.
