 mfleming has just orphaned a bunch of packages as he no longer has time
 for packaging. Amongst these are GeoIP, which is a build dependency of
 proftpd, which I maintain, so I have taken ownership of it. Unfortunately
 Michael accidentally retired GeoIP in the F-17 branch so I can't take that
 one yet. Can you please unretire it?
