Comment:

 f21 will probably be added when F21 is branched. It works with --dist
 master or
 {{{fedpkg  build --scratch --target rawhide --srpm}}}, therefore it seems
 that only the documentation for fedpkg is too vague. If this assumption is
 wrong, please re-open this ticket.
