 Seems locking the f18/f18-updates tags in primary koji caused the package
 syncing with secondary kojis to remove all packages from f18/f18-updates
 tags there.

 eg.
 primary koji lists
 Packages        17487
 Builds  22635
 for f18-updates

 both s390 and ppc have zeros there
