 Maybe we don't understand each other. The situation is same like Fedora
 review for new package, which can have also branches for EPEL and there is
 also no new review needed. I think scl is in the same category. There are
 needed some changes, but nothing big, which needs new review.

 If package is going only into scl, and it wasn't in Fedora before, then
 there should be a review.
