 @toshio: Thanks for the extra information.  This makes it clearer to me
 why reviews aren't as cut and dried as I previously thought for SCLs.
 Sorry to steer the ticket away.  I'll work with @mattdm to figure out how
 we can help with organization of any backlog of reviews needed.
