 This seems like a good use case for having a working koji environment in
 staging.  i.e., some place where it's already set up and ready to be
 hacked on.  Kushal, if you have any spare cycles and want to look at that,
 we have some of the pieces in place but iirc the whole thing isn't quite
 working yet.
