 For the future record: RC2 and RC3 composes had mistakes. Both missed
 including some of the blocker and FE fixes listed for RC2 or earlier
 composes. RC4 contains the intended package set of RC2, listed in comment
 17.

 RC3 got fedup-dracut and systemd/initscripts pulled in, but missed
 including a NetworkManager build that resolves
 [https://bugzilla.redhat.com/show_bug.cgi?id=1156198 #1156198]. RC4
 includes all necessary blocker/FE fixes.
