 Since rel-eng manages the pkgs SCM, the SOP should be moved from infra-
 docs git to the rel-eng wiki:
 https://infrastructure.fedoraproject.org/infra/docs/scmadmin.txt

 It is also needs to be updated for pkgdb2 and soon for the next updates of
 the process.
