 * Adjusted pkgdb-admin to check if the package is in RHEL upon EPEL branch

 So code wise we are almost there, the only thing which I just discovered
 to be missing is: there is no feedback mechanism.

 There is no way for rel-engs to explain why they denied the package/branch
 creation (user not packager, package in RHEL...).
 One option would be to use the review in bugzilla for this.

 Thoughts?
