 looks confusing where a package have co-owners in POC and (co-)owners as
 package admins and it gets removed from the repository.

 If there is no POC, nobody gets bug reports. And if the co-maintainers do
 not become POC when a package is orphaned, they express that they are not
 interested in maintaining the package anymore.
