 You request branches through pkg-db

 https://admin.fedoraproject.org/pkgdb/package/qpid-qmf/

 see "request branch" button in the left side bar

 and once you have the branch you just do a "git pull" or "fedpkg pull" to
 get the branch locally and then do builds and bodhi updates as per
 standard procedure.
