updated F15 / rails 3.0.3 status

Accordind to this line:

Arel 2.0.6 should be just fine with Rails 3.0.3. Also, there is already 
Arel 2.0.7, which could hopefully remove the necessity of patching the 
tests, so I would like to prepare Arel in the latest version, of course 
if all the Rails test passes.
