Migration from RSpec 1.3 to RSpec 2.x

Note rubygem-datamapper is now rubygem-data_mapper so ignore the latter SRPM.

I believe someone owns rubygem-extlib in EPEL but not for Fedora since it was dropped. I bumped it to .15 and enabled Yard documentation in it.
