[scsi-target-utils] remove the previous incorrect changelog

    remove the previous incorrect changelog
    
    The reported issue was only in fact present on F16,
    so remove the erroneous changelog last it mislead
    one into an unrequired update.
    
    Note a build was done for the previous,
    so it's best to bump the spec revision for the next build.
