    disable use of betxn plugins by default - ldclt fix
    
    Ticket #351 - use betxn plugins by default
      revert - make no plugins betxn by default - too great a risk
      for deadlocks until we can test this better
    Ticket #348 - crash in ldap_initialize with multiple threads
      fixes PR_Init problem in ldclt
