[xine-ui] make changelog incremental

    make changelog incremental
    
    Why doesn't fedpkg push tell me, only fedpkg build does?
    Why don't we use the git log rather than the changelog?
    Manually amending the changelog is a big nuisance.
    Noone will care here, but at least I feel better now.
