F18 fixups
Do not create /var/log/journal in F18.
Downgrade error message about non-isolatable default target to debug level.
Do not ship changed sysctl defaults in F18.

+dracut in F18 uses basic.target as default.target. It is pointless to
+log this as error for everyone. Downgrade it to debug.
