    Apply patch from bug 860988 to handle RHEL versions and systemd
    
    - Apply patch from bug 957567 to fix condrestart so nrpe restarts on upgrade.
    - Rework systemd and service scriptlets and requires.
    - Harden Fedora 19+ builds
