[perl-HTTP-Tiny] Build-require CPAN::Meta* modules temporarily

    Build-require CPAN::Meta* modules temporarily
    
    The modules are declared as optional, but the tests cannot cope with
    their absence.
    
    All of them are core modules, so it should not be problem to depend on
    them.
