[glibc] Fix #1133134, #1119128 and sync with upstream master

    Fix #1133134, #1119128 and sync with upstream master
    
    - Use INTERNAL_SYSCALL in TLS_INIT_TP (#1133134).
    - Remove gconv loadable module transliteration support (#1119128).
