Almost always restorecon is what you want to use.  fixfiles is just a
shell wrapper around restorcon/setfiles that can be used for other
advanced features like relabeling the entire disk, or relabeling the
contents of an RPM.  setfiles and restorecon are actually the same
program, with different interfaces.  setfiles can be used to initially
label a disk based off a file_contexts file, while restorecon will
always use the default file_context file.  The reason there are two
interfaces is really historical.
