Many people have already written many tools, and many of them have
been packaged.  That has done... very little to actually improve the
general situation and especially the "out-of-the-box" situation.

Choosing tools and designing the product and the processes such that
the tools are actually used, easy to use, and the like - in short that
they actually make a difference to users is, I think, one of the
primary expected benefits of "this effort and process".
