Usually you can install lynx or if you require a more modern browser 
like firefox it's dependency and running it by ssh-ing into the server 
and firing it up using the no-remote startup option and configura 
application from there and or you can connect to it from your own local 
desktop ( if the port is open for that on the network that is ).

Still no hard requirment for a full blown DE being installed on the 
server so you need to be counting the actuall applications that provide 
an GUI ( not webui) frontend to the server applications.
