What about a property plus method for polling: UpdateAvailable and
CheckForUpdates.

CheckForUpdates would initiate the poll if one isn't running right now,
and then wait for the current poll to finish.  It should interact nicely
with the repo polling done by other components of the system that don't
go via ServerRoleManager.
