[Fedora-spins] Created F-10 branch

The F-10 branch is created following the procedure to finalize and 
freeze what is going to be used to compose F-10 GA.

Like with overriding dist tags in koji, create a ticket if you really 
really need some changes applied to the F-10 branch and give a motivation.

Remember to supply the commits
