mid-term stipend update

Sorry, our team at Red Hat has neglected our work on getting students
mid-term stipend payments.  (We were busier than expected with team
travel over the last few weeks.)

We'll be sending out individual emails to qualified students to sort
out the how-to of payment.

Thanks, as always, for your patience at the experimental and bumpy
parts of this program.
