Bugspad into dev testing phase.

I could not attend the infra meeting today, I am updating here instead.
Bugspad is now into the dev testing phase, it is deployed on my mentor's
server. Currently we have an admin interface minus the groups. I will now
be working on the Search interface for the bug tracker. You can check out,
