[Test-Announce] Fedora 23 Final status is NO-GO

At the Fedora 23 Final Go/No-Go Meeting that just ends, was agreed *not to
release* the Fedora 23 Final.
Due to present blockers in the RC2 build, the decision is No-Go. The
release slips for one week. Second Go/No-Go meeting to be planned for the
next Thursday.
