There are two answers to this.

The first is that this is the kind of thing that the "external
repository" goal is supposed to address -- we're trying to make
it easy to do this without having to coordinate both ways so
much as would have been necessary before.

The second is that if the packages are going to be well-maintained
and have appropriate licenses etc. ad nauseum they will become
candidates for the distro.
