New up2date with local dir access

.12 starts caching dir package/obs lists, so
I may have broken something.
Can you send me a `ls -al /var/spool/up2date` ?
I'd also try just removing the Rawhide package lists
in /var/spool/up2date and running it again. Might
be related to the versioning change in the lists.
