No, Red Hat hasn't lost confidence in their products. 
Actually, the title of the article IMO, was more for 'sensationalism'
than anything else. In case you missed it, at the bottom of that same page:

"SuSE's 64-bit Linux seeks unhappy Windows users" 
... written by the very same journalist.

This calls to mind the story of a dog called August. He always jumped
to conclusions. One day, he jumped at the conclusion of a mule. They
buried him the next day ... the 1st of September. How do I know? 
... because it was the "last of August".  LOL!
