I have an apt/yum rawhide repository :

http://ayo.freshrpms.net/

What you want is :

# Red Hat Linux Rawhide
rpm http://ayo.freshrpms.net/ redhat/rawhide/i386 os
# Red Hat Linux 9 freshrpms
rpm http://ayo.freshrpms.net/ redhat/9/i386 freshrpms

And manually grab here the few packages that have different dependencies
build for Rawhide than built for 9 :

http://ftp.freshrpms.net/pub/freshrpms/redhat/rawhide/
