Boot up messages concerning devlabel

There seems to be some sort of timing problem or something related to 
devlabel activity during bootup.

After a complete update (except perl) I see many lines of warning
during bootup that something can't find:
  /var/lib/devlabel/ignore_list

And once booted a ls -l /var/lib/devlabel/ignore_list
shows a zero length file:

-rw-r--r--  1 root root 0 Jul 26 17:58 /var/lib/devlabel/ignore_list

Anyone know what this is about.  Doesn't seem to be particularly
harmful but then I'm probably not really using devlabel for anything.
