You can turn off the service that's causing that with "chkconfig 
service off". Unfortunately, I don't have access to a FC2 box now, and 
I don't remember the exact service name! ;( But a "chkconfig --list" 
will show all the service names, and I think it's a fairly obvious 
name once you see it in front of you.
