Apt-get question??

doing a  apt-get --ingnore-missing upgrade    after doing apt-get update.
Why won't apt ignore the bad packages and upgrade others, about 60 other 
packages.
Error message below in  Attached.
Another question??  When trying to mount floppy, konqueror wants to read 
as a
CVS file, if I go to /konqueror/view/View Mode and change the way konqueror
reads a floppy it won't change, it still reads as a CVS file.
