ioctl.h and others not found for build in FC3

I installed FC3 personal on our server.  I booted it.  I used Add/Remove
Applications to add all the development tools to it. (I had no mouse
support during install setup.) 

I tried to build ndiswrapper so I could get wireless working.  I got
errors, the first being:

stlib.h: no such file or directory
stdio.h: no such file or directory
errno.h: no such file or directory
ctype.h ditto
ioctl.h ditto

etc.

"# find / -name ioctl.h" finds 4 files
in /lib/modules/2.6.9-1-667/build/include/...


What is missing from this installation ?
