ATI bug - why is patch not applied?

I didn't try the CVS - I'm not really a tester,
I just desperately wanted X to work on my Picturebook -
which it does now - and followed advice to try FC3-test2.

I don't think that can be the case here though -
the two patches are almost 6 months old,
and if as you say they are incompatible
then the earlier patch must have been applied very recently,
since I am able to apply the second.
However, that is really beside the point..
Is there anyone I could write to,
to ask them please to apply the second patch in FC3,
for the sake of the fairly numerous Picturebook users?
