HTML/XML Application.

Does GNOME or KDE have this functionality? to run an HTML directly?
under Windows XP, just rename the HTML file to HTA and it would run
the file just like a normal application.
I've heard Mozilla have it's XUL functionality that does the same, but
I could not make it work?
Microsoft Longhorn's concept videos run XML file directly.
