Custom Kernel?

As far as I remember there was always support for running RedHat/Fedora
with a custom/vanilla/stock kernel.

Now one of my bug reports has been closed because I am not using a
Fedora kernel and the same question has been raised in another bug
report:

Could someone please clarify?
