yum targets for FC3t2

I'm confused... is rawhide the yum target for both
FC3T2 and FC3T1?

It appears both FC3t1 and FC3t2 yum.conf are aimed at rawhide.

I've just fully updated a machine that says:

cat /etc/fedora-release
  Fedora Core release 2.90 (FC3 Test 1)

From:
  http://download.fedora.redhat.com/pub/fedora/linux/core/development/$basearch/
and fedora-release reads as shown above.

My FC3t2 install shows
Fedora Core release 2.91 (FC3 Test 2)

Its yum.conf  also came aimed at:
 http://download.fedora.redhat.com/pub/fedora/linux/core/development/$basearch/

Is this normal?
