With mp3 - at least with lame and libmad - there is no way Fedora could
ship them without violating the GPL (I think its section 7 - it says you
don't have right to distribute at all if everyone you distribute to
doesn't have similar rights - or something like that)

Even if they had a license to distribute the IP, something with a
license they wouldn't be violating would have to be shipped.
