I have imported this into http://fedoraproject.org/wiki/BugsReports. 
Would appreciate if other developer would add package specific 
guidelines in there so we have a canonical reference for end users to 
verify when reporting bugs. It would also help the launch of Fedora bug 
squad in the near future
