That one is not a libtool clone, it's a real (GNU) libtool script. It
could just as well be a symlink to /usr/bin/libtool but you advised
against that when I asked about it a year or two back ;)
It is definitely necessary to ship such a thing for httpd/apr, in any
case; httpd modules can be built using a single command (for example,
"apxs -c mod_foo.c"), and making that regenerate a new libtool script
each invocation would be a waste of time.
