Fedora Core 3 Test Update: mkinitrd-4.1.18.1-1

This is messy.

I really think it's worth it to bump the release and rebuild the kernel, 
adding a Requires: mkinitrd >= 4.1.18.1

This way will fix this correctly for anyone who reinstalls FC3 and reapplies 
all the updates in one shot.
